Glowing Issue, How can i solve this problem?

Ok guys i'm having a problem with the new patch Glowing...
Everytime i enter in a battle, some lights and glows starts to appear on the top left side of the screen
this bother me so much that i'm starting to think bout leaving the game till I buy other Graphic card =/... Btw my graphic card is 32mb
but before the new patch i didn't have these issues, just now, after the patch, that the glows increased, that i'm having this problem

any advice?
*my graphic setting r set in 1 already =)
